  17. <p>    Who says Japan is dominated by male shogunists? Not,
  18. apparently, the new Prime Minister, Toshiki Kaifu. Last week,
  19. in a move to improve the scandal-ridden image of his Liberal
  20. Democratic Party, Kaifu appointed two women to his 21-member
  21. Cabinet. Sumiko Takahara, 56, a writer on economic affairs,
  22. became Economic Planning Agency director, and former Labor
  23. Ministry bureaucrat Mayumi Moriyama, 61, was named to head the
  24. Environment Agency.

  26. <p>    In a country where only three females have ever held
  27. Cabinet posts, the appointments seemed a welcome change. But the
  28. L.D.P. still has a way to go in reforming itself. Kaifu, 58,
  29. attained his office by deal-making with ousted leaders Noboru
  30. Takeshita and Shintaro Abe; in return for their help, Kaifu
  31. awarded their factions powerful Cabinet positions. And Kaifu was
  32. already bedeviled by unfounded rumors of sexual misconduct.
